The Long and Winding Road
I first started working in the addiction treatment field in 1991 and it took me some time to understand the intricacies of the way treatment was funded. Actually, with the benefit of hindsight I realise that I thought I understood….. but the reality was probably very different. Within a couple of years the whole system had been turned on its head and with the introduction of Community Care there was a new group of people commissioning and referring clients to treatment, funded from a different source. By the end of the decade the government’s drug strategy had introduced a different focus on who received treatment and where the money came from, i.e. the Pooled Treatment Budget. Now, with Public Health England and the idea of payment by results at the forefront, there are even more strands to this complicated structure.
So what, you may ask.
Well I could go on about the negative effects of all this chopping and changing and how difficult it has made it for everyone…. but I will leave that to others. Throughout this period I have seen treatment providers of all persuasions using all their energy, commitment integrity and creativity to ensure that addicts still get the help they need in spite of all the difficulties they encounter. To me this is not surprising as it mirrors the idea of people being able to create a recovery in the context of “real life”. From this comes a strength and confidence that enables people to create the life they want and deserve.
